[T3] FI Question

The symptoms I'm experiencing are - 

1. Car hesitates from a full stop.  It feels like it's
not getting enough fuel, and then it'll take off.
2. Gas mileage is awful.  I've been tracking at about
10-12 mpg

I'm in the San Francisco area on the peninsula.  I'm
personally not keen on changing to carbs and wanted to
get feedback from everyone.  I'm trying to find out
what the part is that's failing.

He's mentioned the following

1. Wiring Harness is too tight
2. Distributor is damaged
3. The NLA part, can't remember what he said it was. 
I just know he said it regulates the fuel mixture.

HELP!!
