Not sure, but I think that some float valves had rubber parts in them. These 
would definitely age, even on the shelf. Even brass parts could get some 
corrosion on the seats, but you should be able to clean that off and get a good 
seal.

Also remember that putting the right thickness of washer under the float valve 
is necessary. Leaving out that washer would give you the problems you describe.
