It's likely that the wiper shafts are corroded inside the bushings where they come thru the body. You can test this theory by just dripping some oil down the shaft (it may help to remove the wiper arms first) but I usually take the whole assembly out of the car and disassemble it. Then polish the shafts and pack them with grease.
