The float valve is the part that stops fuel entering the carb. The cutoff
jet prevents fuel flowing through part of the carb with the key off.
Daniel's description of his symptom indicates uncontrolled flow, so your
instinct is good, but there's so much fuel involved I'm sure his problem is
less subtle.

That would indeed cause overfilling of the carb, but he checked that, right
DB?
