Perhaps it's just my ignorance of the T-3 in general and the 32PDSITs in particular, but isn't there a 12V fuel cutoff jet on these carbs that's designed to stop the engine from dieseling or 'run-on'? If the cutoff jet on the carb in question wasn't hooked up to 12V positive power source or if it was faulty could it be allowing fuel to still flow into the carburetor from residual pressure in the system created by the fuel pump? How about a fuel-soaked float? If I remember right, some are made of hollow brass and others are made out of plastic, so if it's full of fuel, will it allow the needle valve to fully close?
