In all my years of working on VWs, the only time I EVER saw a broken cap brush was on a new cap that I bought at the dealership. The box rattled when I picked it up, but I didn't stop to inspect it until I got home. The parts man was nice because he remembered the rattle but had also neglected to check it out, but it still annoyed me because it cost me an extra trip. That was many years ago. I've not bought a new cap since then.
