Has it "always" been this way, or did it just start doing it? If it just started doing it, was this following some other electrical work? If so, what kind of work? Has this car's wiring been "messed with" by you, a mechanic, or some previous owner? If I understand correctly, the TS switch only makes the rear lights work (one at a time), the 4-way flasher makes all 4 corners work, and pulling out the 4- way flasher half-way only brings up the dash lights. None of these makes it flash.
