What year do you have. VW changed the way they work over the years. '66
and '67 were pretty much the same except for the 6V-12V thing. 
I think '67 and '68 were the same, I would have to look it up. '69 they
went to a different flasher. In '69, a lot of the wiring went through
the 4 way flasher switch. Try some WD40 or contact cleaner in the 4way
switch.
