The groove is actually to let water out, much like the sipes on a tire. It 
doesn't have anything to do with squeal, but only the better manufacturers 
bother with it, so I wouldn't be surprised if there seemed to be a correlation.

The best pads have both the groove AND the damping material on the back of the 
backing plate.
