I would fix the existing FI, It sounds like whoever you have working on it
doesn't know what they are doing with the FI. Find another mechanic. There
are other people here on the list that live in Phoenix that could probably
recommend someone that can get it running. It could be something as simple
as the main power wire corroded off under the back seat, at the battery.
You are not at the car, so it is hard to diagnose the problem.
The LAST thing I would install on the car is a progressive weber.
