And you're sure it's not hanging up on the carpet? It's common for the cam on 
the bottom of the pedal to catch on the carpet, which keeps it from coming all 
the way back up.  

If it's not the pedal, I'd get it idling right, and then just go to the engine 
and gently move the throttle linkage by hand, no need to disconnect the cable. 
See if the engine returns to idle properly when the cable has not been 
disturbed. It should.   

If it still hangs up, see if you can see what is sticking. Try loosening the 
cable like Brian suggested, just to give it more room to return all the way to 
idle.  

If the cable is sticky, it can be useful to undo it at the back and have 
someone move the pedal up and down while you pull it in the rear. See if you 
can feel it catching or moving roughly. It should move smoothly.  

If it works fine, you need to get under the car and look for the Bowden tube 
that the cable runs thru alongside the tranny. This is just a flexible housing 
that is sometimes MISSING. If yours is missing, you need to replace it. I have 
spares here.  

If the Bowden tube is there, make sure that it is slipped onto the solid tube 
nicely at the front, and into the engine front plate at the rear. Both ends are 
often incorrectly installed and can cause the cable to bind.
