At least in the US, the wheels were all black in '68-9, and probably also 
earlier, at least back to '66. As of '70 they were painted black all over, and 
then oversprayed with silver on the outside face, outside of the hubcap area 
only.  

There was a change in the treatment just around the center hole, but I THINK 
this was only in '73. Those have a sort of angle there instead of the radiused 
right angle. Is this what you're talking about? The early radiused ones are 
much nicer.

There were lots of minor detail changes in the 4-bolt type 3 wheels from '66-
73, even ignoring paint and date stampings. I think I can name 4 different 
versions, maybe 5, but there were probably more.
