[T3] vinyl carrier bag for luggage rack?

	I picked up this vinyl carrier bag, with original packaging:

Now, the packaging shows little fittings or loops sewn into the bag 
itself -- straps pass through these fittings to help secure the bag 
to the rack.  The bag I got, however, is totally smooth on the 
outside and has no strap fittings.

	Anybody seen any of these carrier bags before?  How do they compare?
