If they are the originals, they can be rather simply adjusted to work well again, IF you can find someone who is familiar with your car. If they are aftermarket, it may take a lot of tinkering around to get them adjusted right. A smell of raw gas means that they are running rich. It could just be that a choke is not opening properly, or that you are just describing how they seem when the engine is cold. If they are running rich all the time this is hard on the rings and cylinder walls and will wear the engine out early. This MIGHT be related to the blue smoke you see, which is a sign of oil burning. > The body is very clean with decent paint job. Very little rust except for the > inside floor boards. Rust inside means that water has been getting in somewhere. It could be simple or it could be fatal, but you should try to figure out which it is.
