First a couple of question:

When your ignition is off and you turn on the hazard warning lights, what happens? Do the indicators work and not the dash lights?

How many terminals does your flasher relay have, 3 or 4?

A couple of things to check. The hazard warning lights switch should have a 30 terminal and a 15 terminal. The former gets 12V all the time, and the latter only when the ignition is switched on. Check this is really happening. You should be able to connect a voltmeter to the various terminals of the hazard warning lights switch and see what gets 12V when. That's how I debugged mine.

Check the ground of the hazard warning lights switch. If it is the correct switch for a 69 and later car, it should have a ground terminal (31), otherwise it should ground through the escutchon. Personally I wouldn't be surprised if this is your problem.

The wire that is disconnected from the headlight rel;ay is probably the 56 wire. As far as I know the headlights won't work without this (do they?), but it shouldn't affect the indicators.

The only problem I know of right now is that a yellow wire from the light switch to the high/low relay is broken off, but that shouldnt have anything to do with the turn signals or the dash indicator lights, should it?

All the fuses are ok, and the 4 turn signal bulbs all light up with the hazards on, so the problem isnt there at least. Has anyone run by this problem, or similar problem earlier? This really puzzles me.
