I haven't seen or heard of that route, but that doesn't mean it's not possible. 
This is a 69, right? I'm skeptical, though.

.Could be, but this would usually be minor.

The antenna wire hole is a BIG problem if there is no grommet there, and it is 
much too common for the radio installer to have saved himself 30 seconds by 
leaving out that grommet. This will only leak while driving, but it will leak a 
LOT if you drive on really wet pavement, as wheel spray will really pump the 
water up there.

The cable on the other side is the fuel flap release cable. That should have 
its own seal from the factory. The fact that you didn't know what it was, means 
that it is probably broken and you don't use it. So it may actually be cut off 
on both ends meaning that it can leak thru the middle. I suggest that you 
remove the 2 screws, take all the remaining parts out, and either fix them if 
possible, or cut them off cleanly and seal the center hole (weld, braze, 
solder, or silicone) and reinstall just the sealed plate with its OE gasket and 
screws.

BTW, there's no reason to send your messages both to me and the list. I don't
