The VW manual shows a VW jack with the foot replaced by a bar to pull the arms together. If you push up on the lower one, the upper one is being affected by what the other wheel suspension is up to. Without the knuckle the upper arms and the stabiliser (anti-roll) bar just do what each other wants. Pushing up on the lower arm helps to reduce the force a lot but may not remove it completely.
