That's the correct tire pressure for the fronts, rears should be 26-36 
depending on load. 

Shimmy is usually caused by the upper torsion bar being loose, or the steering 
damper being shot. Check the fasteners for BOTH ends of the upper torsion bar, 
and check the steering damper and the rubber bushing in the Pitman arm.
