The horn circuit changed in 71, but that was also the last year for the 2-spoke steering wheel. I'm pretty sure that you could fit a later 4-spoke wheel, and a 71 beetle wheel is also probably exactly the same as ours. Earliers wheels would not have the electrical contact for the horn that your 71 would require. I've parted out two 71s so I probably have a wheel here, but it won't be perfect and is probably cracked, but I'm pretty sure that none of mine have ever been so bad that the steel "skeleton" showed.
