The washers need to stay in the crankcase as you pull the gear. They
will not come past the crank gear while they are on the distributor gear
shaft.
DO NOT magnetize them. They need to be able to spin free of each other.
One gear is supposed to spin with the distributor gear, and the other is
suppose to stand still and not wear into the case.
