What this means is that the guy who put this engine together last got it wrong, and from the sound of it your PO was worse than useless. There are enough obvious mistakes just in terms of sealing the case that if it were mine I'd pull the engine immediately and open it up to find out what *else* is out of spec and fix it. Just tightening nuts on the outside could help slow some of the leakage, but won't stop it. You also have to torque those nuts correctly or you'll make matters worse; if there are lumps of sealer in the seam or something, it's *already* worse. If you need to depend on this engine, I would recommend you get it to a competent Type 3 mechanic right away for comprehensive on-the-spot diagnosis.
