The outer plate comes off, usually fairly easily - you will probably need 2
longer bolts to get the plate back on over a new doughnut, but change them back
when the shorter ones are biting.  Talcum powder on the rubber helps it slip
into place.

On somewhat rusty examples, you may find there's rust in the cup that holds the
doughnut on the back of the plate - I'm pretty sure the 1303S uses the same
plate, but new ones will be rather less substantial than the old ones, so ensure
you are gaining strength!
