[T3] Deflector Tins

I have a 70 square that I've been rebuilding the engine on for a couple of months. Do I need those small square deflectors between the cylinders if I have the normal tins that surround the lower part of the cylinders?

This engine had both when I dismantled it, but I've been told I only need the larger ones.
