If by Ghia you mean a Type 1 Ghia, you have two very different animals; one's easy, one's hard. Your Type 1 Ghia has the same suspension as any early Bug. If by "toe out" you mean negative camber (wheels 'leaning inward'), this is essentially inescapable when lowering on swing axles. Your Type 3s, on the other hand, most likely both have IRS suspensions, so camber will not be grossly affected by lowering. Lowering the front end on a Type 1 requires substantial changes to engineering. On a Type 3 it's an adjustment covered in the better manuals. You will hear various opinions about the wisdom of this on this list, but it is not difficult. I'm not clear from your note whether you meant to say you've already attempted Type 1-style engineering alterations on the Type 3 frontend; this is both unwise and unnecessary. You'll need a good manual right away, to familiarize yourself with the many important differences between Type 3s and Type 1s. Don't drive your Type 3 until you're sure you have the front end in proper shape.
