It happened to me once after being parked all winter with the parking brake applied. The brake shoes were rusted to the drums and I finally broke them free by crawling under the car and pounding sideways on the shoes with a punch thru the brake lining inspection holes. I suppose it's possible that the cable is not actually releasing.
