I'm not sure, but I suspect that VW set it up the way it did, so that the Z-bar would only come into effect when the rear was more heavily loaded. This would be when rear end roll would be more noticable, and when a tail-heavy car might start to get less controlable. If you change it so that it comes into play right away, then it will probably help handling when lightly loaded, but it may put TOO MUCH STRESS on the Z- torsion bar when you load up your square.
