If you're pretty sure you're going to leave the bottom end as-is, I'd spend the money & bring the heads to the local machine shop. Others on the list are more experienced than I in such matters, but even if I thought the seating surfaces looked OK, I'd be worried about the stems as well. As long as you're taking the heads off, better to spend a few bucks now on new valves and/or head reconditioning than to have a valve top break off in your combustion chamber.
