I agree with Russ here. There used to be some western states which did not 
allow sleeping in their rest stops (or was it just no overnight 
sleeping/parking?) Go figger.... I know that was the case in Idaho in 68, so I 
just parked in a residental neighborhood where there were already occasional 
cars.

I was up and gone early, so no one noticed.
