Now that you know your gauge is pretty accurate, go ahead and play with
the pressure. I would start at 28 and see what happens. 
At the dealer, we used to run them at 32 and still meet emission specs.
If they had to drop the pressure to 23 to get it thru emissions,
something else may be marginal.
