I can't remember if it was on this list or another, but I recall something about a special tool for scraping off drips of paint. Rubbing compound will erode the adjacent, un-gunky paint while the gunk is getting rubbed out, leaving too much paint removal adjacent to the gunk. Worth a try. I tried it on a small area, and it seems to work... tho I'm going to examine it in daylight before I go any farther.
