The answer to your question may be here. You will never get good mileage on a 
course like this. Max mileage only comes when you can travel long distances at 
moderate, constant speeds in high gear.

Any time you apply the brakes you are throwing away energy which your engine 
just burned gasoline to generate. You might as well throw a tablespoon of gas 
out the window every time you step on the brake.

The 26mp(uk)g is a reasonable figure, but you won't ever duplicate this in city 
driving.
