I got out there and checked the diameter of those holes. I measure them
as .167" with calipers. But, a #19 (.166") drill won't go through, but a
#20 (.161") drill will.
I think this may be due to paint build up in the holes. I would think
that they are probably 4mm (.160") before paint.
These are late style fenders that I got off Jim A. a couple years ago,
and have never used.
