Some potential for misunderstandings here I fear:-

1) What are "late 71 rotors"? These may be the 10mm thick rotors as used
on the 411 to July '71, rather than the 8mm thick ones used on Beetles and
Type 3 to July(?) '71. There is some doubt as to exactly when the rotors
and calipers changed; the parts book suggests Aug '71 for the first of the
larger ones.

2) I believe USA Bugs didn't get disc brakes, though the larger engined
ones in many other countries did. Ghias had disc brakes from some date -
they are the same rotors as the Type 3 to July '71.

3) The later disc pad for Aug '71 on has a larger area and is quite a lot
thicker too. Hence the caliper has a wider slot in both senses. The
mounting holes are about 3" spacing rather than just over 2.6".

4) Beetle calipers have 40mm dia pistons; Type 3 have 42mm dia. If you
can lock up the brakes on the front under all conditions, maybe they are as
powerful as they can be! Some Beetles have single pin pads.

There could well be other details I've missed out ...

Sorry I can't help with suppliers in NoCal.
