Do you still have a fuel return line? That's what makes the "jet pump" work.

My guess is that if you could see outside the cup you would see that there 
is more fuel still out there, but this is hard to see, and 1-2 extra gallons 
spread over the whole tank bottom wouldn't look like much. It would still be 
more than 1/4" deep, however.
