"sticking open after letting it spring closed" is this what you meant to say? If so, the most common problem is the carpet catching the underside of the pedal and keeping it from returning. If you meant that it is sticking closed, then this is just due to wear in the throat and while I often feel it when working the throttle by hand, my foot never seems to notice. Oh, wait. I think I understand. It's just not closing all the way. This could be a sticky throttle cable, a misadjusted throttle valve switch (which wouldn't let you close the throttle all the way at all) or just friction somewhere.
