<x-charset iso-8859-1>Trust me as some one who has had one of those tubes rattle off, you would know if it did! It would sound like a roll of quarters in a blender. As for the rest it sound as though you have a slight bastard set up. The cut offs you can get new. Then bolth carbs can have this feature. The lack of a second tube may be a little trickier. VW/ Solex made subtile differances to the dual carbs over the years. One was the removal of the second tube. But if you dont see a squirt then I would think you may be missing it or the carb is clogged. The only way to fix your problem is to find another top just like the one you have that works.
