I agree that this is far fetched. Are you familiar with the water drain problems 
with the air inlets in front of the windshield? This is your most likely suspect.

Have you checked for water trails under the back seat?

If you drill holes thru the inner fender walls, rust will start from there and 
eventually lead to rust holes. I wouldn't do this. Consider some kind of 
adhesive or good double-stick tape. There are VERY good examples of each 
of these which will do this job beautifully, without harm to the car.
