Can you tell me what year the type 3 came with the "short axles and tubes?" Are the 5 lug drums readily available? Or are they hard to find?

First off, adapters are probably going to add more like 1/2" than 1/4" but
that's beside the point.
What I have done in the past is switch over to early "short axles and axle
tubes in the rear. This will gain you quite a bit, and if possible find
yourself some 5 lug drums instead of the 4 lug w/ adapters. That should give
you more than enough clearance in the back.
