It is common to find condensation fromt the engine side of this hose. That is 
of little concern. If the diaphram is torn, the fluid will be red, and usually failrly 
clean. Drain the hose once and then check it again in a week or 2 to see 
what you really have.

These boots are probably all torn by now.

It's more likely that the oil is coming from the governor cover where there is 
an O-ring that needs to be replaced. This part is still available from the dealer 
and is fairly easy to replace. Just clean the area before taking the cover off, 
to keep dirt from dropping in there while you're working.
