With a VIN of 315026979, it was built in August or September of 1964. My '65 Notch is #35189 of the year and was built on 14 Sep 1964. Since the car was imported in 1970, a DMV clerk could easily put the wrong year down, or the original owner who brought it over could have said they bought it in 1964. No all DMV clerks can read German or know what they are looking at when they see a German title. It could be an easy mistake, and not be a mistake on the sellers part.
