<x-charset iso-8859-1>I lived in Virginia for 6 months and owned and insured a superbeetle while out there. The VA driving test was pitifully easy to pass, then you can get a proper licence. You could probably do it in a hire car. Can't remember how long all the paperwork took, but it was done in person at the DMV office, so may have been quick. A T3 lister local to your starting point should be able to tell you. An international driving licence should do you for a short period. Phone the AA / RAC / whatever for advice, if you have membership. I had no problem getting insurance. (This was 12 years ago) Would you ship the car back ? I should have. It was a '75 FI beetle with factory sunroof....
