Those rubber pieces are oil deflectors that normally sit on the valve stem, but usually harden and drop off eventually. They deflect a bit of oil onto the stem to lubricate the guide slightly. For that reason they are worth putting on if you have the heads off any time, but I doubt you will miss them, as VW stopped fitting them at some point. Dave.
