By 'axle' I gather you mean the suspension beam. To adjust the torsion angle the suspension has to be relieved of tension anyway, so there's no special advantage to adjusting on the car in that specific respect. That said, I wouldn't recommend adjusting off the car because you can't be entirely sure where the adjustment will place the angle, and fine tuning will probably be necessary, which will mean wasted labor. If the beam is coming off anyway (and you can't work on a lift) you can more easily to a lot of preparation for adjustment, cleaning, breaking bolts loose, checking adjustments, marking things, learning how it all works, etc., with the beam out.
