It sounds like you engine needs work. My AT 69 needed to be in 2nd gear going up the mountains last summer, but it would climb most any of them in 2nd at over 50. I kept it down just to save the engine and tranny. If there's something drastically wrong with how your engine is set up, then the vacuum could be telling the AT not to shift yet.
