[T3] charging question

<x-flowed>i'm sorry if this has been covered before.......

ive got a 12v car which gives no problems charging until i use the lighs or 
wipers.

i tested the voltage getting to the battery as 12.9v off of idle but when 
the lights(converted to H4) or anything power hungry goes on, it drops to 
12.1-12.2 volts. it's enough of a draw to make starting the next trip (same 
day) impossible without a jump. the trips that i was doing were more that 20 
mins. at 40+ mph. what is it voltage regulator or generator or both!
