At 20psi front, the tyres are NOT under-inflated on a Type 3 (but might be
over-inflated on a Bug!).
It's just a matter of physics - the car only has front load of 400kg instead
of a similar-sized front-engined car's typical 600 kg, so it only needs 2/3
the pressure to put same area of tread on the road.  Too much pressure
reduces the footprint and increases wandering, while too little pressure
gives a lot of tread distortion, heavier steering and more tyre wear.
Correctly inflated tyres will have the same amount of tread area in contact,
and the same amount of wall flexing.
Don't confuse max pressure on the tyre with correct inflation pressure -
they aren't the same.
