That's the lock for your seat backs; it's supposed to stop the seat backrest
tipping forward when the door is shut. Later cars have the knob on the side
of the backrest, which is obviously much simpler. I'm sure someone here
knows how to adjust them, but I've not had the opportunity to get involved
with a car of that age.
