Are you sure you have the right starter for your '66? Is your '66 still a 6V 
system?  Try loosening the starter, and see if you can turn the engine over 
by hand. Possibly the starter is stuck into the flywheel.
I doubt if valve adjustment problems would lock the engine.
The procedure is the same for adjusting the valves on any air cooled VW.
