They're booster fans (bilge pump fans), in a Beetle, you cut the duct under the rear seat where it ties into the heater channels, or the ducts along side the transmission for a quieter operation (they're noisy) but work well. I put them in a Beetle under the rear seat--noisy . On a T3 , the duct under the rear seat is a little different , which would leave you with having to install them along side the trans. They're not heaters, they're essentially auxillary fan motors that help draw heat into the car and up to the windshield. Hope it helps.
