This part is the aux. air regulator.  His 68 is the spring type, and the air temp sensor is mounted on it.  And yes, if this thing is not closing, idle when warm will be too high.  Unplug its hose from the aircleaner when running cold.  It should be sucking air (put your thumb over the hose end to test).  When warm you should not feel any air being sucked in (if it's working right).
